Nothing is wrong with your work. Something is missing from what people can see before they message you.
You have done what you were told to do. Set up the page. Built the website. Ordered the cards. Put leaflets through doors. Posted more often, at better times, with better photos. Joined more local groups.
And the enquiries still arrive the same way they always did. One at a time, weeks apart, from someone who already knows you.
None of that is wrong. It is just all saying the same four things about you. Here is the one thing it never says.
Read this before you write another post.

Someone posts in the local group: can anyone recommend a dog walker? The thread moves fast, and the first few specific replies are the ones that get a message back.
Most replies say the same thing. Name, area, insured. The reply in the kit says how you work instead — the agreement, the cover, and an offer to talk her through it — and it is written out ready to save.

Owners are told to vet a sitter before handing over their keys. Does she use a written agreement. Is she covered. Will she get consent in writing before letting the dog off the lead or giving medication. Does she keep a record of every visit.

She has your name from someone. She goes to have a look before she writes. What she finds is usually photographs of dogs and the word reliable.
